A special presentation by Howard Sapers, Correctional Investigator for Canada. Sapers will discuss how Canada is failing people with serious mental illnesses: failing to provide treatment and care that would prevent mentally ill people from entering the criminal justice system in the first place, and failing to provide proper treatment and humane conditions for severely ill people who are behind bars.
